On today's date, the Frederick Police Department made an arrest for disorderly conduct and assault.
On 09/29/2012, at approx. 0210 hrs, several Officers were on foot patrol downtown for the bar closings. Officers observed a group of persons involved in an altercation in the 100BLK of N Market St. The Officers went to the group, which had stopped struggling and were yelling at each other. Officers observed a subject, later identified as the defendant, Kevin Phillip Carpenter of Damascus, MD, punch another person in the mouth. The defendant then drew his arm back to strike again and was stopped by the Officers. Carpenter was then taken into custody without incident.
