On 07/30/12 OFC. Kyle Jones was on routine patrol in the area of the 1st blk of E. 7th St. when he observed a subject known to him as a Wayne Allen Chatterton. While he was on routine patrol OFC. Jones observed the Chatterton subject confront a citizen as he walked by him and appeared to be asking him for something. OFC. Jones then observed that the male subject then made a motion as if he did not have anything in his pockets and then shook his head No.
OFC. Jones then contacted the citizen who appeared to have been contacted by the Chatterton subject. This citizen advised that the subject had stopped and accosted him for money as he was walking by on the city sidewalk. The officer upon obtaining this information then made contact with Wayne Allen Chadderton who was then placed under arrest for panhandling.
