The Frederick Police Department’s Major Crimes Unit has released the name of the victim involved in the fatal shooting that occurred on Wednesday, August 23, 2023, in the 100 Block of Willowdale Drive. The victim has been identified as Kagina Marie Brown, age 19, of Pennsylvania.
Officers from FPD’s Patrol Squad D responded to reports of a firearm discharged inside an apartment on Willowdale Drive at approximately 11:51 p.m. Upon arriving at the scene, officers discovered Kagina Marie Brown, who had sustained multiple gunshot wounds and was later pronounced deceased at Frederick Health Hospital.
The individual apprehended at the scene has been identified as, Kevin Eugene Mack, age 42, of Pennsylvania. Preliminary finding suggests the suspect and the victim were in a relationship, indicating this was not a random act of violence. Mack has been formally charged with 1st and 2nd Degree Murder, in addition to related firearms offenses. Mack is currently being held at the Frederick County Adult Detention Center.
