The Frederick Police Department's Downtown Unit arrested George Rodney Philyaw for possession of an intoxicating beverage while in Carroll Creek Linear Park.
The Frederick Police Department has received numerous complaints from city residents about individuals possessing and ingesting intoxicating beverages in the public and in city parks. The Frederick Police Department's Downtown Unit conducted a surveillance operation in the area of Carroll Creek Linear Park to enforce municipal ordinances related to these complaints.
During this operation OFC K. Jones was able to determine George Rodney Philyaw was in possession of an intoxicating beverage while in a city park. Philyaw was subsequently arrested and transported to central booking for processing without incident.
