City of Frederick Charter Review Committee

The City of Frederick is undergoing an extensive charter review aimed at providing the most modern, effective, and representative service delivery for residents.

Phase One (September-November) 

  1. Application period open for 30 days beginning September 20. 
  2. Potential need for interviews 
  3. The Mayor appoints a 7-11-person committee charged with examining the charter from seven specific questions, listed as below:
  1. Elected official structure, composition, and membership 
  2. Organizational structure 
  3. Rules and procedures 
  4. Compensation 
  5. Frequency of review 

Community feedback surveys will be provided to residents and sent to community organizations that will be engaged throughout the process.

Phase Two (December-May) 

  1. Charter review committee to conduct peer city research 
  2. Meeting schedule: TBD 
  3. The public will be able to access the Charter Review Committee Meetings below: 
  4. Opportunities for public input: Continued public surveys, public meeting attendance, and e-comment opportunities 

Phase Three (June-August) 

  1. Charter review committee to establish final report with recommendations made to the Mayor and Board of Aldermen for charter changes.  
  2. Final report and recommendations are brought to multiple public workshops for feedback and consideration. 
  3. Final report, recommendations and suggested changes from Board of Aldermen are brought to a public hearing for final round of public comment and vote by the Mayor and Board.   

Charter Review Committee Updates: 

The City of Frederick aims to ensure this committee is reflective of the diverse backgrounds of our community and encourages applications from those with backgrounds in but not limited to government affairs, law, business, finance, nonprofit management, and public health. Applicants must live, work, or own property in the City of Frederick.
