Mayor O'Connor presents FY23 proposed budget

Mayor Michael O'Connor is proud to present his proposed budget for The City of Frederick's Fiscal Year 2023 today, April 1, 2022. This budget, which is now open for public feedback and discussion, represents a generational opportunity to set the standard for future service delivery.

“I am proud to present the Fiscal Year 2023 budget, which highlights my commitment to reinvest in our human capital and infrastructure to create a strong, equitable, and resilient City,” said Mayor O’Connor. “Our City has been immensely challenged over the last two years. But there is light at the end of the tunnel and a post-pandemic Frederick is in sight and it will remain strong. This budget showcases my continued commitment to collaborate with our community, the City’s executive leadership team and the Board of Aldermen to provide responsive, effective, and innovative services that promote and enhance safety, well- being, and success for all in our community. 

The FY 23 budget suggests a general fund budget of $127 Million. It is based on maintaining the current municipal property tax rate of $0.7305 per $100 of assessed value for the 10th consecutive year. It also further continues the 10-year phase-out of the business personal property tax, which is in year eight. The general fund budget plus the budgets for water and sewer, stormwater, parking, the Weinberg Center for the Arts, airport, golf course, and reserves total $197.3 Million. The detailed allocations within the budget are focused on remaining flexible and responsive to the changing needs of our community.

As the budget is finalized, there is also still time to provide your input. The City encourages and invites all in our community to participate in this budget process. Please review the full budget available at cityoffrederickmd.gov/fy23budget. You can submit comments in writing via the "feedback" button and participate in our upcoming budget discussions on April 6, April 14, April 25, April 28, May 2 and May 10.
