FREDERICK, MD – On July 4, 2021 at approximately 4:49 am, patrol officers of the Frederick Police Department responded to the area of East South Street for a report of a rape that had occurred earlier.
During the initial investigation, officers spoke with the victim, who advised she was walking in the downtown area, in the early morning hourswhen she was approached by a male and raped in an alley off of S. Carroll St.
Detectives from the Investigations Division also responded to the scene and spoke with the victim. The investigation culminated in the identification of the suspect, Norris Bernard Ellis, 57, of Walkersville, MD.
Ellis was apprehended and arrested without incident in Nashville, Tennessee on July 22, 2021. This was a coordinated effort between detectives of the Frederick Police Department, United States Marshal Service Capital Area Regional Fugitive Task Force, United States Marshal Service Middle District of Tennessee Fugitive Task Force and Metropolitan Nashville Police Department.
