On 04/29/2021, members of the Frederick Police Dept’s Street Crimes Unit were conducting surveillance in the area of Himes Ave in the City of Frederick. As the officers were attempting to locate a subject with an active arrest warrant, they observed a suspicious vehicle leaving the area. Upon following the vehicle, they observed the vehicle commit a traffic violation. Officers conducted a traffic stop on the vehicle and when the officers made contact with the two occupants, they smelled the strong odor of marijuana within the vehicle. The driver and passenger were asked to exit the vehicle so that the officers could determine the sobriety of the driver and search the vehicle.
Inside of the vehicle officers located a black backpack that belonged to the passenger. Inside of the bag officers located a large amount marijuana in 16 separate bags packaged for distribution as well as additional empty bags that had yet to be packaged with marijuana. At that time the passenger was placed under arrest and searched incident to arrest. During the search of his person, officers located a digital scale. The passenger was identified as Joseph Isiah Gray (DOB 01-16-2001) of Germantown, Maryland.
The officers determined that the driver was safe to drive and was released from the scene with no charges. Mr. Gray was transported to police headquarters to be processed and he was later released after a hearing with the District Court Commissioner. The marijuana recovered was weighted and determined to be approximately 541 grams.
Mr. Gray’s charges include:
1. Possession of Marijuana over 10 grams
2. Possession of Marijuana with The Intent to Distribute
