City Launches Third Round of Microgrant Program with Eligibility for Newer Businesses

The City of Frederick Department of Economic Development (DED) announces the launch of Round Three of the COVID-19 Back In Business Conditional Microgrant Program. The microgrant program, which utilizes funds from Federal CARES Act through the State of Maryland and Frederick County, is designed to financially assist City-based small businesses that have been substantially impacted by the COVID-19 pandemic.

Following the close of the program’s second round for priority funding, Round Three will feature widened criteria – removing the requirement that the business be established prior to July 2019. Any business that meets all other eligibility requirements and was formally established prior to grant application will now be considered. Newer business applicants will be required to submit supporting documentation substantiating loss due to COVID-19.  

Applicants that met the criteria of Round I or Round II but missed previous application deadlines are also encouraged to apply during this round.  

Applications for the Back In Business Conditional Microgrant Program: Round Three will be taken through an online web portal starting at 3:00 PM Monday, November 2, 2020 through Tuesday, November 10, 2020 at 5:00 PM.   https://www.businessinfrederick.com/FormCenter/Conditional-Grant-Applications-7/Back-in-Business-Conditional-Microgrant--54 

Businesses may submit their application and backup information any time during the application period. The conditional grant awards will be made once the application period has closed using a random lottery system from the entire pool of eligible applicants. The micro-grants shall only be used by the recipients to pay business rent or mortgage, utility costs, as well as equipment & supplies needed to address safe COVID-19 operations.  

In addition to the criteria stated above, to be eligible for the microgrant program, businesses must be a registered business entity in good standing with the State of Maryland and must have a physical establishment within The City of Frederick. Disadvantaged Business Enterprises (DBE's) are encouraged to apply. City DED staff is ready and willing to assist businesses navigate the application process. 

The following entities are not eligible: home-based businesses, banks & financial institutions, real-estate investment entities, food trucks, and government agencies.

Awardees will be required to complete a disbursement form and must be able to produce proof of payment for eligible expenditures. The microgrant program criteria may be amended from time to time at the discretion of the City of Frederick’s Department of Economic Development based on community needs, business demand, and availability of resources.
