Frederick Police Make Arrest for Car Theft, Assault
At 7:54 p.m. on September 14, 2020, Officers of the Frederick Police Department (FPD) responded to a disturbance at 1001 West Patrick Street. Dispatchers gathered information from several callers who reported that a man had entered an occupied minivan stopped at a traffic signal, and eventually stole and drove off in the car after the victim was able to exit.
Officers located the victim, who reported that the suspect had entered through her front passenger door and put her in a headlock. The victim drove a short distance while attempting to break free from the suspect. The victim said the suspect exposed his genitals and attempted to force her head toward his lap. She stopped in the lot at 1001 West Patrick Street and was able to exit the vehicle. The victim and witnesses provided a description of the suspect.
Additional witnesses told officers they saw the suspect drive the minivan west on West Patrick Street. It made an abrupt left turn though the median, traveled across the eastbound lanes, and crashed into the wooded area on the south side of the 1000 block. Officers located the stolen minivan unoccupied, and began checking the area for the suspect.
FPD received additional calls about another disturbance in the first block of Hillcrest Drive. Callers reported that a man matching the suspect’s description was chasing two women in that area. Officers located and detained Kory Alexander Muse, 24, of Frederick. A witness positively identified Muse as the same person who had stolen the minivan, and officers placed him under arrest.
Detective Matt Irons applied for an arrest warrant. A District Court Commissioner issued an arrest warrant charging Mr. Muse with the following crimes:
- Motor Vehicle/Unlawful Taking;
- 2nd Degree Assault;
- False Imprisonment;
- Attempted Sex Offense – 4th Degree;
- Indecent Exposure.
Mr. Muse is currently held at the Frederick County Adult Detention Center.
