Utility Assistance Program Now Accepting Applications

Beginning August 3, 2020, The Frederick Community Action Agency’s Office of Home Energy Programs (OHEP) began administering Community Development Block Grant (CDBG) CARES funding to assist Frederick City residents with utility emergencies due to COVID-19. The City of Frederick reallocated these funds in late July for use in response to the current pandemic.

In order to be eligible for CDBG CARES funding you:

  • Must be a City of Frederick resident
  • Must be financially impacted by COVID-19
  • Must complete the OHEP application and provide all required documents
  • Must be under the Household Income Guidelines - The Household Income Limit for the CDBG CARES funds are higher than the Income Limits for the OHEP program

OHEP applications can be completed online at; printed out an application at Paper applications can be mailed to PO Box 3929 Frederick, MD 21705, faxed to 301-600-2690 or emailed to A document drop-off box is also located outside the interior office door at 420 East Patrick Street. 

Governor Hogan has extended his executive order on utility service shut off until at least September 1. The order applies to companies that provide gas, electricity, water, phone, and internet service.

Al comienzo de 3 de Agosto 2020, el programa de energia de la Agencia de la comunidad de Frederick (OHEP) empezo administrando la beca de desarollo de bloque comunitario (CDBG) fondo CARES para asistir a residentes de la ciudad de Frederick con emergencias de utilidades debido al COVID-19.
