Summary of Public Meeting Decisions - 06/04/2020

At the June 4, 2020 Mayor and Board of Aldermen Public Meeting, the Board approved the following items:

  • Two change orders related to utility work connected to the Butterfly Lane realignment project. While this utility work was anticipated, the costs were previously unknown. These change orders will cover those costs.
  • A purchase order in the amount of $60,222 to Washington Gas for the relocation of an existing gas line which is obstructing road improvements planned for the existing Butterfly Lane.
  • COVID-19 Relief Grant Program. The Board wishes to provide relief to nonprofit and other non-governmental organizations that serve our most vulnerable residents experiencing challenges due to the current health emergency. The grant program will be funded by $200,000 of unused fund balance. The Board also approved a special ordinance to formally make the funds available.
  • The Aldermen approved two ordinances concerning outdoor dining which facilitate access by restaurants to nearby outdoor space in order to create an opportunity for them to provide outdoor dining in accordance with Governor Hogan’s May 27 order. The first ordinance allows dining on private property, such as parking lots and patios. The second ordinance addresses the needs of downtown restaurants, which may not have access to spaces such as parking lots, by providing opportunities for outdoor dining on public property, including parklets, Market Street, and parks and other public property.  Outdoor dining on private property will require a permit from the City, while outdoor dining on public property will require an agreement with the City. There is no fee associated with the permit or agreement process. The provisions of both ordinances are temporary and will expire on the earlier of October 31, 2020 or the lifting of the Governor’s state of emergency.
