[ARCHIVED] Frederick Police Resolve Barricade Incident and Arrest Burglary Suspect

On March 8, 2020 at approximately 0444 hrs, patrol officers with the Frederick Police Department responded to an address in the 300 block of Locust Street for a report of a burglary in progress. Officers quickly arrived on scene and set up a perimeter around the residence. Upon setting up a perimeter, a subject wearing dark clothing and a facemask attempted to exit out of the front door of the residence. During this time the suspect observed officers and retreated back into the residence and barricaded himself inside.

Patrol units then ordered the suspect to exit the residence and after failed repeated attempts to reach the suspect, members of the Special Response Team were called out to assist. At around 0823 hrs, the suspect exited the residence and surrendered to members of the Special Response Team after chemical agents were introduced into the structure.

Through the course of the investigation it was determined that the suspect, identified as Thomas Andrew Zinn (DOB 1/13/1970) had attempted to steal property from the homeowner and was in violation an active protective order forbidding him from entering the residence. It was also determined that Zinn had ransacked the residence and destroyed property belonging to the victim. Zinn also took additional measures to attempt to barricade the residence to prevent police from making entry.

Zinn was transported to the Frederick County Adult Detention Center where he will await a meeting with a District Court Commissioner.

Zinn was charged with multiple offenses including burglary, violation of a Protective Order and destruction of property.

The Frederick Police Department would like to thank the Frederick County Sheriff’s Office, Frederick DFRS (Division of Fire Rescue & Services) and local residents for their assistance in resolving this incident.
