Summary of Public Meeting Decisions - 03/05/2020

At the March 5, 2020, Mayor and Board of Aldermen Public Meeting, the Board approved the following items:

  • A Resolution designating a portion of Water Street as one-way. In conjunction with the redevelopment of historic townhomes at 155 – 165 B&O Avenue, this Resolution removes the existing one-way restrictions along B&O Avenue and designates Water Street, between the MARC Station exit and the western terminus of B&O Avenue, as a one-way street. This Resolution is was enacted to improve travel safety and traffic circulation.
  • An Agreement with Fox & Associates, Inc. for traffic signal design services for the intersections at East Street and All Saints Street, Baughman’s Lane and Rosemont Avenue, and Yellow Springs Road and Tuscanney Drive. Several intersection locations throughout the City are in need of traffic signal and pedestrian and vehicular improvements, with the three intersections named in this agreement having been identified as priorities. This agreement begins the study and design phase of improving vehicular, pedestrian and bicycle safety at these intersections.
  • An Annexation Plan for the Lupcho Property containing 8.52 acres located on Grove Hill Road with the request to zone R8, Medium Density Residential. Maryland state law requires that an Annexation Plan be adopted by the Board at the time of enacting a resolution to annex property into the City. This plan addresses the Lupcho property, one of several County properties on Grove Hill Road almost surrounded by the City, and considers extension of services such as water and sewer and impact on facilities such as roads and schools. The plan identifies historical and cultural resources and evaluates the fiscal impacts of annexation, as well as consistency with the Comprehensive Plan. More study and testing under the Adequate Public Facilities Ordinance will take place when a development application is submitted. The R8 zoning requested, and on which the plan is based, allows a maximum of eight dwellings per acre, or a total of 68 for the parcel.
  • Approval of a Resolution for the Annexation of the Lupcho Property containing 8.52 acres located on Grove Hill Road with the request to zone to R8, Medium Density Residential. This resolution brings the Lupcho property into the City boundary with a zoning of R8, which allows a maximum of eight dwellings per acre while addressing certain issues including municipal real estate taxes, provision of public facilities, and construction of roads and a pedestrian bridge.
