Frederick Police Arrest Serial Burglary Suspect
FREDERICK, MD - On September 25, 2019, The Frederick Police Department responded to a burglary of a residence in the 1200 block of North Market Street. Officer Mike Lawson conducted an investigation and was able to identify a suspect, Charles Edward Budd, age 54, of Frederick.
Based upon probable cause, a District Court Commissioner issued an arrest warrant for Budd on September 27, 2019. The arrest warrant charged Budd with the following criminal offenses committed in the 1200 block of North Market Street on or about September 25, 2019:
- Burglary – First Degree;
- Burglary – 4th Degree Theft;
- Theft: $100 to under $1500.
On October 1, 2019, Detective Malatesta of the Street Crimes Unit reviewed and investigated several recent open burglary cases. During his investigation, he learned that Budd, alias of Charles Edward Cooper, was a suspect in several other burglaries around the area. On October 3, 2019, Detective Malatesta applied for additional burglary and related charges against Budd. A District Court Commissioner issued an arrest warrant for Budd. These charges stemmed from the following incidents:
On or about September 16th in the 600 block of Fairview Avenue:
- Att-Burglary – 4th Degree-Dwelling
On or about September 20th in the 400 block of Wilson Place:
- Burglary – First Degree;
- Burglary – 4th Degree-Dwelling;
- Burglary – 4th Degree Theft;
- Theft: $100 to under $1500.
On or about September 20th in the 600 block of Fairview Avenue:
- Burglary – First Degree;
- Burglary – 4th Degree-Dwelling;
- Burglary – 4th Degree Theft;
- Burglary – 4th Degree/Tools;
- Malicious Destruction of Property/Value < $1,000;
- Theft: $100 to under $1500.
On October 3, 2019, Charles Edward Budd (a.k.a. Charles Edward Cooper) was arrested by members of the Street Crimes Unit in the area of West 4th Street. During a search of Budd’s person after the arrest, Detectives located crack cocaine and related paraphernalia. In addition to serving the arrest warrants, a detective charged Budd with the drug offenses. Budd is currently at the Frederick County Adult Detention Center being held without bond and is awaiting a bond review.
