Frederick Police Make Arrest for Felony Theft


FREDERICK, MD – On July 18, 2019, at 3:48 pm, the Milton, Delaware Police Department contacted the Frederick Police Department (FPD) and asked for assistance with a theft investigation.  Police in Delaware had information that a Caterpillar skid loader, recently reported stolen in Delaware, was at a property in the 100 block of East 7th Street in Frederick.  FPD officers checked the area and were able to observe a skid loader matching the description of the stolen skid loader.  Officers seized and secured two properties based upon probable cause that several pieces of stolen property were located there.

With the assistance from the Patrol Division and the Street Crimes Unit, detectives of the Criminal Investigations Section authored search and seizure warrants for the two properties in the 100 block of East 7th Street.  A Judge signed the search and seizure warrants, and officers served the warrants at approximately 9 p.m.

During the search of the properties, officers located a Vermeer wood chipper that had been reported stolen to the Frederick Police Department on March 1, 2019.  Officers also located several pieces of smaller lawn care equipment that had been reported stolen in other states, to include Kentucky and Minnesota.

During the course of the investigation, detectives identified the suspect as Ryan Victor Weinstein, 38, of Frederick.  Officers located Mr. Weinstein on one of the properties and arrested him.  Detective Michael Murphy of the Street Crimes Unit charged Mr. Weinstein with the following crimes:

  • Theft Scheme: $100,000 Plus
  • Theft: $100 To Under $1,500 (2 Counts)
  • Theft: $25,000 To Under $100,000 (2 Counts)
  • Motor Vehicle/Unlawful Taking

Ryan Weinstein is currently being held without bond at the Frederick County Adult Detention Center and is awaiting a bond review.
