Update #3: FREDERICK POLICE MAKE 5th ARREST FOR SHOOTING INCIDENT
FREDERICK, MD – This morning Detectives from the Frederick Police Departments Street Crimes Team received information that Richard Lee Thomas was in the 1100 block of Salem Avenue in Hagerstown, MD. Mr. Thomas had an active arrest warrant for his part in the shooting that occurred on June 20, 2019, in the 1400 block of Taney Avenue and at the end of the Frederick Shopping Center at 1305 West Seventh Street.
Upon confirming Mr. Thomas was in the residence on Salem Ave, a Search and Seizure Warrant was written with the help of the Hagerstown Police Department. The Washington County SWAT team was able to make entry into the residence and located three (3) individuals that had arrest warrants, including Mr. Richard Lee as well as several guns. Frederick Police Department Officers transported Mr. Thomas to the Frederick County Adult Detention Center for the service of his arrest warrant.
At this time the Frederick Police Department has arrested five (5) individuals in connection with this incident and are trying to identify 2 additional individuals that were involved. We are asking that anyone with information to contact us – you can remain anonymous.

Update #`2: FREDERICK POLICE MAKE ADDITIONAL ARREST FOR SHOTS FIRED INCIDENT
FREDERICK, MD - At approximately 6:30 p.m. on June 21, 2019, a fourth suspect was arrested in Thurmont, MD for his involvement in the shooting that took place the previous day. Members of the Frederick Police Department's Street Crimes Unit located Dyshez Montel Williams and took him into custody without incident. Williams was found to be in possession of a quantity of Ecstasy when he was arrested. Williams was transported to the Frederick County Adult Detention Center for processing.

Frederick Police Make Three Arrests for Shots Fired Incident
FREDERICK, MD – At about 5:58 p.m. on June 20, 2019, the Frederick Police Department received reports of a firearm's discharge in the 1400 block of Taney Avenue. Officers that arrived at the scene located several witnesses and several vehicles that had been struck by bullets. Officers also located a second scene where gunfire had recently occurred, at the south end of the Frederick Shopping Center at 1305 West Seventh Street. Officers, detectives, and crime scene technicians worked together to conduct witness interviews and to search for and collect evidence in the area.
Witnesses described a vehicle that left the area prior to police arrival. The car was believed to have been occupied by several males who were involved in the incident. Plainclothes detectives were able to locate this suspect vehicle in another area of the City off of Ballenger Creek Pike, and conducted surveillance of it. A registration check of the license plate revealed that the car had been recently reported as stolen. During surveillance, detectives observed several males in the vicinity of the car. One of the males, identified as Robert Antoine Shirley, 19, of Frederick, ran from officers but was apprehended after a foot chase. Evidence recovered from Shirley, as well as witness accounts, linked him to the stolen vehicle. He was arrested for motor vehicle theft.
About an hour after the initial call, the staff at Frederick Memorial Hospital called the Frederick Police Department to report that a juvenile male victim had arrived at the emergency department with a gunshot wound to his lower leg. Detectives arrived at the hospital to investigate how he had been shot. Detectives determined that the juvenile male had been shot during the incident near Taney Avenue and West Seventh Street.
Through the preliminary investigation, detectives were able to identify several persons involved in the shots fired incident. Officers located, arrested and charged three persons with the following crimes:
• Robert Antoine Shirley, 19, of Frederick – charged with 1st Degree Assault, Conspiracy to Commit 1st Degree Assault, Motor Vehicle/Unlawful Taking;
• Kion B. Parker, 16, of Frederick – charged as an adult with 1st Degree Assault, Conspiracy to Commit 1st Degree Assault;
• Curtis Byon Smith, 17, of Frederick – charged as an adult with 1st Degree Assault, Conspiracy to Commit 1st Degree Assault.
The arrestees are currently at Frederick County Adult Detention Center awaiting a bond hearing. Detectives believe several others are directly involved in this incident. Detectives will continue to investigate and determine if there is evidence to identify and charge other suspects.
