On January 1, 2019, members of the Frederick Police Department were contacted by the victim of a motor vehicle theft that had occurred the day prior. The victim advised a subject by the name of Ryan Kramer had stolen his vehicle and would not give it back.
The mother of the victim advised that she had been in contact with Kramer by phone and stated he was demanding a monetary payment to give the car back. Kramer initially advised he needed $340 for the vehicle, then lowered his asking price to $250, and finally agreed to $170. Kramer provided the victim a meeting location in the 6900 block of Crestwood Blvd. He then proceeded to give step by step directions on how and where to place the money. While in the area, officers intercepted a known associate of Kramer who was believed to be conducting counter-surveillance. Through the investigative efforts of the patrol officers involved, along with the Frederick Police Department's Street Crimes Team, Kramer’s location was discovered.
After a brief foot chase, Kramer was apprehended and the keys to the stolen vehicle were located in his possession. The stolen vehicle was located by officers in the nearby area a short time later. Kramer was transported to the Frederick County Adult Detention Center for processing.
Once present at the Frederick County Adult Detention Center, Kramer was charged with numerous offenses, including: Extortion, Motor vehicle theft, Theft $1,500-$25,000, Theft $100-$1,500 and Theft less than $100.
