On 3/17/18 at approximately 1:52 pm Officers were on foot in the downtown area. OFC Scott Long was in the area of N. Market St. and W Patrick St. when a male ran past him dropping a large butcher knife. A ground of citizens told OFC Scott Long that the male running had tried to stab them. OFC Scott Long attempted to stop the male who had fled on foot to the area of 29 N Market St.
OFC Scott Long confronted the suspect, later identified as Stuart Addison Delchamps (DOB 12/5/95). Delchamps had a second large butcher knife in his hand and was screaming for the officer to shoot him. OFC Scott Long ordered Delchamps to drop his weapon several times which he eventually did.
OFC Scott Long took Delchamps to the ground to place him under arrest. At that time Delchamps assaulted the officer. Several citizens assisted OFC Scott Long in detaining the suspect until back up officers could arrive.
Delchamps was taken to an area hospital for an evaluation and then transferred to Frederick County Adult Detention Center.
The Frederick Police Department would like to thank the amazing citizens of Frederick who took action to assist a police officer.
