Police make arrest in a 2 year Human
Trafficking Investigation
FREDERICK,
MD – On 08/07/16 at approx. 1438hrs FPD officers responded to FMH on West 7th
Street, in Frederick MD for a report of a drug complaint. Upon arrival, the Patrol Officer was informed
that an adult female had what appeared to be a condom in inside of her with
possible CDS residue inside of it. Upon
contacting the female, the Patrol Officer was able to obtain that she was the
victim of various rapes and sexual assaults while being brought into the United
States from another country. Based on
the information the female victim provided at that time the Patrol Officer
contacted the Criminal Investigations Section and a Human Trafficking case was
initiated. After taking the initial report,
the victim would then lose contact with Law Enforcement for several
months. Det. Loftis and Federal partners
from HSI attempted to locate the victim with no success.
The victim
resurfaced after several months, and Det. Loftis, and Agents from HSI were able
to build a rapport with the victim.
Through the course of many months and hundreds of man hours, Det. Loftis
was able to charge the below individual in this case. Almost exactly a year later, Mr.
Ruiz-Hernandez was charged on 8/8/17 with the below charges.
In February
of 2018 Det. Loftis received information that Mr. Ruiz-Hernandez was back in
the Frederick area. On 03/02/2018 Mr.
Ruiz-Hernandez was arrested in the Unit Block of Consett Place by members of
the U.S. Marshall’s Fugitive Apprehension Team.
Mr. Ruiz-Hrenandez is currently being held at the Frederick County Adult
Detention Center on a no bond status.
The
Frederick Police Department would like to thank FMH for their quick reporting, the
U.S. Marshall’s for their assistance in the apprehension, and HSI for their
assistance and support throughout the investigation.
