The Frederick Police Department has charged two individuals with numerous offenses related to a human trafficking investigation that began on December 30th of 2017. According to statements obtained from the juvenile, along with other evidence obtained by investigators, the two men brought the juvenile along on numerous trips to hotels, using her to engage in acts of prostitution. The two suspects were identified through the investigation as Abiathar Abraham Vance, and Luis Javier Privado, both of Washington, D.C.
Vance was arrested the night of the first report and charged with numerous offenses relating to human trafficking. During the course of the on-going investigation, detectives also learned the extent of Privado’s involvement in the scheme, to include providing rides and splitting profits with Abiathar on several occasions.
