On Wednesday January 10, 2017 at approximately 1:22 pm Officers of the Frederick Police Department were dispatched to the 400 block of Biggs Avenue for a disturbance. Upon arrival Officer Farmer located a male, later identified as Meredith Fouche, laying on the ground. Several witnesses were in the area and advised Officer Farmer that Fouche had been opening various car doors in the area. Officer Farmer spoke with the vehicle owners, who advised that there were several small items stolen from two vehicles. Officer Farmer placed Fouche under arrest. A search revealed the missing items on his person. Fouche was transported to the Frederick County Adult Detention Center for further processing. All of the vehicles entered by Fouche were unlocked. The Frederick Police Department is increasing patrols and contacts of suspicious person. The Frederick Police Department would like to remind citizens to keep their vehicles locked at all times.
