FREDERICK, MD – On 9/5/17 at approx. 0930hrs Det. McPeak and Ofc Alvarex responded to a reported rape in Frederick, MD. The victim, whose Identity is not being released due to concerns over her safety well being, advised that on 9/2/17 at approximately 0030hrs she was opening the door to her residence when she was grabbed from behind by 3 Hispanic males. She identified two of the suspects as Edgar Chicas-Hernandez (17) and Victor Gonzalez Gutierres (19), whom she knows from attending the same high school. The 3rd suspect was unable to be identified by the victim at that time, as he had his face covered. The suspects struck her, pulled her hair, took her to a vehicle, and transported her to an unknown apartment in the area.
The victim advised that she was held captive for several hours and raped by both Chicas-Hernandez and Gonzalez Gutierres while the 3rd suspect filmed the events. The victim was later returned to the apartment complex and release. Prior to her release, the suspects threatened her with additional harm if she reported the crime to police. It was also reported that messages through a social media site had been sent referencing and planning this incident before and after the crime, by a known acquaintance of the victim.
On 09/12/2017, Chicas-Hernandez was located and arrested. The following day (09/13/17), Gonzalez Gutierres was also arrested. Both subjects were taken into custody without incident. This is still an open and ongoing investigation. Some details of the events are not for public release. The Frederick Police Department is asking for the public’s assistance in identifying and locating the third subject involved in these acts.
