An officer with the Frederick Police Department initiated a traffic stop on a vehicle in the area of Waverly Dr and Key Pkwy. When the vehicle stopped, the driver attempted to exit the vehicle to flee but was stopped by the initiating officer. The driver was identified as Ange Axel Kouame, of the Unit Blk of Waverly Dr, Frederick, MD. After speaking with the driver it did not appear that the driver knew the owner of the vehicle. Officers made contact with the owner of the vehicle who believed their vehicle was still parked in the parking lot outside of their apartment. The vehicle owner was in possession of the key to the vehicle. It was later determined that the vehicle owner had left her purse in the vehicle and the vehicle unlocked and there was a spare key inside of the purse. The vehicle owner advised they did not know Kouame and Kouame did not have permission to have the vehicle. Officers determined Kouame had broken into the vehicle, found the key, and had stolen the vehicle seconds before being pulled over. Kouame was arrested and transported to Central Booking for further processing.
