A subject observed striking another vehicle as he parked his car was stopped by officers on foot downtown.
Officers on foot in the 100 block of N. Market Street observed a vehicle pull into a parking spot and then strike the vehicle parked one space up. Officers contacted the driver and passenger, who were both uncooperative. The driver did not initially want to provide his information, but eventually gave officers his driver's license. As the contact continued, it was evident that the driver was under the influence of alcohol. Also, a check of the his driving status showed that his MD license is currently Suspended. The driver was placed under arrest. A search incident to the driver's arrest led to the discovery of a loaded .22 handgun on his person. During the incident, a small crowd had gathered with several uninvolved females attempting to start issues. Officers remained professional the entire time, focusing on keeping the area safe for those patrons downtown. The driver was identified as Allan Layquan Frazier of Frederick, MD. He was taken to the FCADC for processing.
