On July 5, 2017 at approximately 3:48 pm Officers of the Frederick Police Department responded to the area of 100 S. Jefferson St. for a disorderly male. Officers located the male in the 300 Blk of Madison St. The suspect later identified as Norman Brandon Hinkley (DOB 4-13-86) was yelling and threatening several citizens as he walked from Jefferson St to South St. and then to Madison St. Hinkley was attempting to get citizens to fight him.
Officers attempted to identify the male and diffuse the situation. Hinkley refused and walked away from Officers as he continued yelling down the street. Officer then attempted to detain him at which time Hinkley got into the middle of the roadway blocking vehicles and began yelling. Hinkley resisted arrest techniques and clenched his arms. Hinkley was taken into custody and transported to Frederick County Adult Detention Center for processing.
