The Frederick Police Department’s Street Crimes Unit conducted a traffic stop resulting in two arrests for the possession of heroin and associated paraphernalia…

On 06/14/2017, at 12:36 PM, an officer with the Frederick Police Department’s Street Crimes Unit was working a grant-funded Heroin OT assignment when he observed a vehicle commit a traffic violation near 1275 W. Patrick Street. As a result, a traffic stop was initiated and conducted.

During the traffic stop, the officer made contact with the vehicle occupants. The driver and front seat passenger appeared very nervous, sweating profusely, and were unable to speak coherently. The officer asked if there was anything illegal within the vehicle. The driver, who was identified as Kelsey Allyn Miller, said, “No.” However, the front seat passenger, identified as Casey Brooke Schairer, produced a black eyeglass case containing six syringes, a suspected amount of heroin, and additional paraphernalia.

As a result, Miller was placed under arrest due to her being in constructive possession of the CDS. In addition, Schairer was placed under arrest. The vehicle was searched and resulted in additional heroin and related paraphernalia being located.
