On 12-07-2016, at 8:26pm, officers of the Frederick Police Department’s Street Crimes Team were patrolling in the area of Hillcrest Drive near W. Patrick Street, Frederick, MD. Officers observed a silver Dodge Magnum displaying partially destroyed validation tabs on the rear license plate. In addition, expired validation tabs were placed incorrectly on various portions of the rear registration plate. As a result, a traffic stop was initiated and conducted in the area of the 1200 block of W. Patrick Street.
The officer made contact with the vehicle occupants. A strong odor was emanating from the vehicle. As a result, the driver was removed, placed under arrest and searched. However, no contraband was located on the driver’s person. A passenger, Leon N. Nowlin III, was removed, placed under arrest, and searched. An officer located a ZipLoc bag, on Nowlin’s person, containing 10 smaller baggies of suspected marijuana. The total weight of the suspected marijuana was 11.6 grams. Each smaller baggie weighed a little more than one gram. This is a typical action of someone involved in selling illegal drugs.
As a result, Nowlin was placed under arrest for the possession of suspected marijuana, which was more than 10 grams, and possession with intent to distribute the marijuana. Nowlin was transported to the FCADC for an appearance before a District Court Commissioner. The vehicle driver was released from the scene.
