On 04-30-2016, Officers of the Frederick Police Department responded to area of the Home Depot located at 51 North McCcain Drive, in Frederick City, in reference to a vehicle driving recklessly, running over curbs and traveling at a high rate of speed through the parking lot.
Additional calls were a short time later received by the Frederick Police Communications section that the Red Ford F350 truck was driving erratically at the Weis Parking lot on Old Camp Road. Another call was received then that the truck drove through a security gate at the Security Public Storage and had left the scene. Multiple additional calls were received that the truck was driving erratically on West Patrick Street and that the vehicle was hitting curbs as well as traveling the wrong way. A license plate number was obtained and Officers canvassed the area for the truck.
Officers then located that truck in the parking lot of the Hillcrest Shopping Center. Officers also located the suspect, later identified as James Higgins who attempted to run as Officers arrived. Higgins was taken to the ground and handcuffed by Officers. Higgins did not comply with their orders and attempted to kick officers and pull his hands away from them. Once Higgins was secured the Frederick County Department of Fire Rescue responded and transported him the Frederick Memorial Hospital as a precautionary measure.
Once medically released from Frederick Memorial Hospital, Higgins was transported to the Frederick County Adult Detention Center for processing where he was charged with 4 criminal and 10 motor vehicle violations. Additional charges are pending in this case at this time.
Damage to the Security Fence was estimated at $5,000.
Officer First Class Benjamin Wilson, of the Frederick Police Department’s Patrol Squad A, was assigned as the lead investigator in this case.
