On 02-25-2016, at approximately 11:13 PM, OFC Joseph Constantine was on uniformed patrol in the area of Windsor Gardens Apartments when he observed a suspicious vehicle.
On 02-25-2016, at approximately 11:13 PM, OFC Joseph Constantine was on uniformed patrol in the area of Windsor Gardens Apartments when he observed a suspicious vehicle. While OFC Constantine was observing the vehicle he witnessed it commit several motor vehicle violations. OFC Constantine was able to conduct a traffic stop on the vehicle and identify the driver as Christopher Kent Randolph.
During the course of the traffic stop K9 officer Brian Payne arrived and utilized his K9 to conduct a scan of the vehicle. The K9 alerted to the presence of illegal drugs within the vehicle and 11 individual bindles of heroin were recovered.
Randolph was arrested and transported to the Frederick County Adult Detention Center for processing. Randolph was charged with possession of heroin, 2 counts of drug paraphernalia and possession with the intent to distribute heroin. Randolph is currently being held on a $50,000 bond.
