Culler Lake Desiltation & Park Improvements Capital Improvement Project
Project Commencement Announcement

Frederick, MD February 19, 2016: On February 4, 2016 the Mayor and Board of Aldermen awarded the contract for the Culler Lake Desiltation & Park Improvements Capital Improvement Project to Morgan-Keller Inc.

The project includes:

• draining Culler Lake in order to remove accumulated sediment and debris to restore volume for stormwater management
• installation of a large, underground water quality manhole adjacent to 2nd Street
• demolition and reconstruction of the existing fountain
• demolition and reconstruction of the existing retaining wall along the southeastern end of the lake;
• installation of three gravel wetland areas to provide water quality and wildlife habitat
• installation of an interactive shared use pathway with boardwalk areas over the wetlands
• installation of several aerating fountains and improved fish habitat structures.

City staff began draining Culler Lake the week of February 4, 2016. In the next week, Morgan-Keller will begin to pump the remaining water from the lake until it is emptied. Because of the poor water quality currently in the lake, existing fish will not be relocated. Fish will be removed from the lake as water is drained and disposed of off-site away from natural waterways. Other wildlife will be relocated or protected as necessary.

Once emptied, accumulated sediment and debris from the lake will be removed with heavy equipment and hauled in dump trucks to City property near the Frederick Municipal Airport to be spread and tilled. The desiltation and sediment removal process is scheduled to take up to ten weeks.

During this process, dump trucks will be entering and exiting the lake area from West College Terrace and proceed along 2nd Street toward US Route 15 en route to the disposal area. Other demolition work will proceed concurrently with the sediment and debris removal.
The project is planned to be completed by the end of 2016.
