[ARCHIVED] Two Frederick Men Arrested for Possessing PCP with the Intent to Distribute (SCT)

The Frederick Police Department’s Street Crimes Team made an arrest of two Frederick men for possessing Phencyclidine (PCP) in such a quantity to indicate the intent to distribute the substance

On 01-08-2016, at 11:11 PM, two officers of the Frederick Police Department’s Street Crimes Team observed a vehicle traveling in the area of W Patrick Street and Baughman’s Lane, in Frederick City. While driving behind the vehicle, the officers observed one registration light and one brake light to not be functioning.

Based on the Safety Equipment Repair Order (SERO) violations, the officers attempted to conduct a traffic stop on the vehicle on W Patrick Street, in the area of the Frederick High School. The vehicle was slow to stop, travelling approximately a half mile before pulling over. Once the vehicle was stopped, the officers contacted the occupants. The driver was identified as, Larry Jerome Rollins, JR. The front passenger was identified as, Ronnell Eugene Jackson. While in contact with Rollins and Jackson, officers detected the odor known to them as PCP emitting from the vehicle and the bodies of Rollins and Jackson.

Based on the odor of PCP, Rollins and Jackson were placed under arrest. A subsequent search of the vehicle yielded a glass bottle of PCP, which was concealed in the center area of the dashboard, and located by removing the radio faceplate. Rollins and Jackson were later transported to the Frederick County Adult Detention Center for an appearance before the District Court Commissioner.

Based on the amount of liquid PCP located, the packaging being in a glass bottle, and the location where it was stored, Rollins and Jackson were subsequently charged with possession with the intent to distribute. It should also be noted the initial traffic stop initiation and final stopping location were both within 1000 feet of a school zone, to include the Frederick High School and Frederick Middle School.
