On 12-31-15, at approximately 1909 hrs, OFF Johnston and OFC Stanley were on uniformed patrol when they observed a vehicle on Waverly Dr traveling without an operable license plate light. The officers conducted a traffic stop on the vehicle which parked in the parking lot of 90 Waverly Dr. As soon as the vehicle came to a stop, the front seat passenger, who was later identified as Theron Lionel Jackson, fled on foot. As he was fleeing, he discarded quantities of heroin and cocaine. OFF Johnston gave chase and apprehended Jackson a short distance away.
OFC Stanley remained with the vehicle and the other 2 occupants who were identified as Nathan Nathaniel Barnes and Cristhian Antonio Marroquin Martinez. Inside of the vehicle and in plain sight was additional cocaine, a digital scale and a handgun. Both Barnes and Marroquin Martinez were arrested and a search of the vehicle was conducted. During the search a large amount of US currency, a second handgun and several bags of marijuana were found.
A check of Jackson and Barnes revealed that they both were prohibited from possessing handguns due to prior criminal convictions.
All three subjects were transported to the Frederick County Adult Detention Center for processing.
Barnes and Jackson were both charged with numerous felony and misdemeanor charges related to the handguns, heroin, cocaine and marijuana. Marroquin Martinez was charged with offenses only related to the handguns.
