Detectives arrested a Virginia man Tuesday evening after an investigation into a rape that occurred in Frederick
On 12/01/2015 at approximately 10:08 AM the Frederick Police Department received a report of a rape that occurred the previous day at a local motel. Detective McPeak was assigned as the lead investigator for this case.
The investigation by Det. McPeak revealed that the victim was a 13 year old female and the suspect was Milton Castro-Martinez, a 26 year old male, from Annandale, Virginia. Both Castro-Martinez and victim were known to one another prior to this incident occurring. Through the course of several months Castro-Martinez had engaged in conversation with the victim using social media services. This on-going communication with the victim led the victim to agree to meeting Castro-Martinez in Frederick, MD.
Castro-Martinez traveled from Virginia to Frederick on 11/30/2015 with the intent to meet the victim and engage in sexual activity with the victim. Castro-Martinez picked the victim up and drove her to a local motel where Castro-Martinez engaged in sexual intercourse with the victim.
Castro-Martinez began communicating with the victim again on Tuesday soliciting the victim to meet again. Criminal Investigation Detectives assisted by Officers from the Drug Enforcement Unit and Street Crimes Unit of the Frederick Police Department conducted a sting operation in an attempt to arrest Castro-Martinez. During this operation the suspect arrived at a pre-determined meeting location near McCain Drive and David Lane. Officers were able to take the suspect into custody in the area of McCain Drive and Lauren Court.
The suspect was transported to the Frederick County Adult Detention Center where he is awaiting an initial appearance before a District Court Commissioner.

The Frederick Police Department urges parents to be cognizant of this type of electronic solicitation of children through social media sites. This type of solicitation often occurs unnoticed by parents due to the ability of offenders to befriend children in a private setting through the use of computers or cell phones.
