FCAA Office of Home Energy Programs
Now Accepting Applications for Energy Assistance

The Frederick Community Action Agency (FCAA) is pleased to announce that the Office of Home Energy Programs is now accepting applications for energy assistance. If you need help paying your heating and electric bills, please contact the Office of Home Energy Programs at 301-600-2410 as soon as possible to find out if you are eligible for financial assistance.

The Office of Home Energy Programs (OHEP) administers several different financial assistance programs aimed at helping income-eligible households to pay utility and fuel bills; minimize energy-related crises; and assist in making utility, heating, and cooling expenses as affordable as possible. Specifically, OHEP staff members administer the following programs:

• MEAP - The Maryland Energy Assistance Program (MEAP) provides assistance grants to help with home heating bills. Payments are made to your fuel supplier and utility company on your behalf.

• EUSP - The Electric Universal Service Program (EUSP) provides financial assistance with electric bills.
Eligible customers receive help that pays a portion of their current electric bills. Some EUSP
participants may qualify for assistance with past due electric bills as well as referrals to energy efficiency programs.

• USPP - The Utility Service Protection Program (USPP) is designed to protect low-income families from utility turn-offs. All MEAP eligible customers may participate in USPP. Participation also requires a year-round even monthly budget billing. Failure to make consecutive payments may result in removal from USPP.

The FCAA Office of Home Energy Programs (OHEP) is located within the Frederick County Department of Social Services at 100 East All Saints Street, Frederick. OHEP is open from 8:30 a.m. to 4:00 p.m., Monday through Friday in order to assist Frederick County residents seeking assistance with their household energy bills. Stacey White serves as the Manager of Energy Assistance Services and Tammy Anderson serves as the Lead Intake Worker. For more information on program eligibility or to receive an application for assistance, please call Martha Garcia, Clerical Assistant at 301-600-2410 or email her at mgarcia@cityoffrederick.com.
