On 09-05-2015, OFF Alexander Mangot was assigned to uniformed DUI Saturation Patrol that is funded through the Maryland Motor Vehicle Administration’s Highway Safety Office.
On 09-05-2015, OFF Alexander Mangot was assigned to uniformed DUI Saturation Patrol that is funded through the Maryland Motor Vehicle Administration’s Highway Safety Office. During that assignment he conducted a traffic stop in the area of South Jefferson St and West South St. When he activated his emergency lights the vehicle abruptly turned off onto Burke St and the driver quickly exited the car, approached OFF Mangot and became confrontational. During the confrontation the driver fled on foot and OFF Mangot gave chase. During the foot chase the driver threw an object in a back yard as he was running. The driver ran to a nearby residence and OFF Mangot lost sight of him after he entered the residence and then escaped through another exit.
OFF Mangot retraced the path of the foot chase and recovered the object that the driver threw. The object was a plastic bag containing crack cocaine. Once back at the vehicle he was able to look through the front window and see a handgun laying in the center console. A search and seizure warrant was obtained for the suspect’s vehicle. Once the vehicle was searched several bags of marijuana and the handgun were recovered. The handgun was found to be loaded with a round chambered.
Through the investigation OFF Mangot was able to identify the driver as Durrell Jarric Clayter. Clayter’s criminal history showed that he was a convicted felon, which prohibited him from possessing any firearms. OFF Mangot also learned that the vehicle Clayter was driving was taken without the owner’s permission.
Based upon the events that occurred, an arrest warrant was issued for Clayter.
On 09-09-15, Frederick officers learned that Clayter would be at a location in the Rockville area that afternoon. The Montgomery County Police Department’s Fugitive Unit was contacted and they were able to locate and apprehend Clayter without incident. Clayter was transported to the Frederick County Adult Detention Center and served with his arrest warrant.
Clayter was charged with numerous offenses including the following:
• Possession with the intent to distribute crack cocaine
• Possession with the intent to distribute marijuana
• Unauthorized use of a motor vehicle
• Transporting a handgun in a vehicle
• Possession of a firearm during a drug trafficking crime
• Possession of a firearm after being convicted of a felony
