On 08-25-2015, officers of the Frederick Police Department’s Street Crimes Team observed a suspicious vehicle in the 900 block of W. Patrick Street, in Frederick City.
During the investigation, there came a time when the suspicious vehicle was stopped on a traffic violation in the area of Liberty Road and Route 194. As officers approached the vehicle, they observed a baggy of suspected marijuana or synthetic marijuana in plain view in the center console of the vehicle. OFC Jones, of the Frederick Police Department’s Street Crimes Team, identified the driver as, Carissa Lynn Khan. While speaking with Khan, she stated the baggy contained “spice”, which is a synthetic cannabinoid. Due to the possession of the synthetic cannaboid, Khan and the front passenger were placed under arrest. The front passenger was then identified as, Mitchell Anthony Hewitt. During a search of the suspects and vehicle incident to arrest, additional synthetic cannabinoids were recovered, along with suspected heroin, packaged in such a manner to indicate the suspects’ intent to distribute the controlled dangerous substance. Additional drug paraphernalia was also located inside of the vehicle.
Khan and Hewitt were transported to the Frederick County Adult Detention Center for an appearance before the District Court Commissioner.
