On 04-15-2015, officers of the Frederick Police Department’s Street Crimes Team observed a suspicious vehicle in the area of the 1000 block of Heather Ridge Drive, in Frederick City.
During the investigation, there came a time when the suspicious vehicle was stopped on traffic violation in the area of Taney Avenue and W. 10th Street. Contact was made with the driver of the vehicle, and it was determined the driver, who was identified as Seth William Chilson of the 85000 block of Links Bridge Road, was driving without a license as well as a suspended driving privilege. Chilson was the placed under arrest after a positive K-9 alert on the vehicle. After being place under arrest, the driver informed the officers that he had initially provided them with a false identity. During the arrest of Chilson, crack cocaine and related paraphernalia was located on his person.
A search of the vehicle interior revealed additional paraphernalia for both crack cocaine and heroin belonging to a passenger, who was identified as Sarah Anne Collins of the 1st Block of Minus Ct.
An additional passenger was found to be in possession of a synthetic cannabinoid.
Chilson and Collins were transported to the Frederick County Adult Detention Center for an appearance before the District Court Commissioner. Lourquet was issued a criminal citation for the possession of the synthetic cannabinoid and released from the scene.
