Officers from the Frederick Police Department arrested three people in the 200 block of North Market Street after receiving calls for people being disorderly.
On 03/28/2015 at approximately 1:25 AM, officers from the Frederick Police Department were dispatched to the area of the 200 block of North Market Street for a disorderly female. Upon arrival, Officer Fast observed Hsina Rahimi yelling and becoming disorderly. As Officer Fast and Officer Sullivan were attempting to place Rahimi under arrest, two other subjects, identified as Jerome Ricketts and Dustin Dragon were enticing a nearby crowd and causing a public disturbance. At that time, Officer Sullivan attempted to place Ricketts and Dragon under arrest, however, both subject resisted arrested. As a result of their resistance, Officer Sullivan used his OC spray on both subjects to gain compliance and they were ultimately placed under arrest. Both Dragon and Ricketts were transported to Frederick Memorial Hospital for decontamination and received treatment.
As officers were trying to place Rahimi into a police vehicle, she kicked the officers numerous times. All three subjects were eventually transported to the Frederick County Adult Detention Center for processing.
