On 03/27/2015 at approximately 1:27AM, officers from the Frederick Police Department were dispatched to a fight in progress in the area of the 1000 block of West Patrick Street. Upon arrival, officers began to interview the victim of the assault, when they were approached by a female witness, identified as Elizabeth Boxwell. As Boxwell approached the officers she removed a expandable baton from her front pocket. Officers ordered Boxwell to drop the baton several times, but she refused. Boxwell then expanded the baton and held the baton back over her right shoulder as if she was going to strike both officers as she walked toward them. At that time, OFC Sullivan grabbed Boxwell and removed the baton from her. As officers Sullivan and Palkovic were attempting to place Boxwell under arrest, she resisted.
