On 10/28/2014 the Frederick Police Department received a theft complaint occurring at a local business by an employee of the business. Business managers brought this case to the attention of police regarding one of their employees.
Det. Kidwell was assigned as the lead investigator in the case. During the subsequent investigation Det. Kidwell determined that an employee, Jessica Kreger, had been falsifying care logs for home care she did not provide. Kreger was employed as a home care worker during the time of the thefts and was required to log hours worked for payment.
Det. Kidwell located eighteen incidents in the logs in which Kreger had submitted a log indicating she was working that was disputed by clients. Of the eighteen incidents Kreger submitted time logs; Kreger was paid by the company for six of those incidents. The theft incidents occurred between the dates of September 22, 2014 and October 16, 2014.
On March 3, 2015 Det. Kidwell applied for a statement of charges in this case. On March 3, 2015 a criminal summons was issued by a District Court Commissioner charging Kreger with the below offenses. The criminal summons was served on Kreger on March 13, 2015.
