[ARCHIVED] Traffic Pursuit

On today's date at approximately 0236 hours, members of the Frederick Police Department engaged in a vehicle pursuit of approximately 4-5 miles duration. Driver was apprehended and charged with multiple traffic offenses.

On 02/05/2012, between the hours of 0200 and 0230, OFC J. S. Wheeler #379, OFC R. W. Pierce #350 and Cpl. M.E.Pue, III #285 of the Frederick Police Department had multiple interactions with Terrell, Nicholas Levon DOB: 12/27/1983. During these interactions, the officers became aware that Terrell was intoxicated and gave him a lawful order not to operate a motor vehicle.

At approximately 0236 hours, OFC Wheeler observed Terrell enter an older model Cadillac and begin driving S/B on N. East St. OFC Wheeler initiated a traffic stop, but Terrell refused to stop and continued S/B on the East Street Extension, eventually entering Rt. 70 E/B.

Cpl. Pue and OFC Pierce joined the pursuit on Rt. 70 and continued E/B. Speeds did not exceed 70 mph, but Terrell continued to drive and refused to stop. After passing over Spring Ridge Parkway, officers were made aware by FPD Dispatch, that Terrell was on the phone with 911 Dispatchers inquiring as to why he was being stopped.

Officers advised 911 Dispatchers to tell Terrell to pull over. They told him and he complied in the area of Rt. 70 and Rt. 144 at the 59 mile marker. Terrell then refused to exit the vehicle, but stayed on the phone with 911 Dispatchers. 911 Dispatchers were then told to tell Terrell to exit the vehicle. He complied and was taken into custody without further incident.

Terrell was transported to Frederick Police Department Headquarters for processing and then to Frederick County Central Booking for an appearance before the District Court Commissioner. He is charged with:

1. DUI and DWI related offenses
2. Speeding
3. Failure to stop at a red light
4. Improper right turn on red light
5. Talking on a cell phone while driving
6. Other miscellaneous traffic offenses
