Mayor Randy McClement announced this afternoon that Police Chief, Thomas Ledwell, is retiring from The City of Frederick Police Department after more than 22 years of public service.

Police Chief to Retire

Frederick, MD – Mayor Randy McClement announced this afternoon that Police Chief, Thomas Ledwell, is retiring from The City of Frederick Police Department after more than 22 years of public service. Chief Ledwell, who spent his entire career with the Frederick Police Department, will retire on September 23rd, 2014.

"I am grateful to Mayor McClement for giving me this opportunity to serve as Chief,” said Ledwell. “I’m very pleased with the current direction of our police department. I have every confidence in this agency to continue to provide great police services to the citizens of Frederick. While we still experience challenges similar to every growing city, I know that Frederick will continue to be a wonderful and safe city, and that the new Chief will continue to make improvements, as she or he brings new strengths and ideas to the position. I have enjoyed working for the City and working with the citizens of Frederick for the past 22 years, and will miss working with the women and men at FPD."

“Chief Ledwell has been a valuable part of the Frederick Police Department and I want to thank him for his years of service to our City,” said McClement. “The advancements made during his tenure laid a strong foundation for the future of the Department. Public safety remains this administration's top priority. The current state of our Police Department puts us in an excellent position to hire a skilled and effective Chief, who will continue to build upon the modern policing techniques implemented by Chief Ledwell."

McClement also stated, "I have a fantastic working relationship with Chief Ledwell. He has been a great asset to this community. He has decided to take the retirement he's earned serving the City of Frederick. The fact that he spent his entire career here in Frederick, well, I couldn't be more proud of that."

Chief Thomas J. Ledwell is a twenty-two year veteran of the Frederick Police Department. He joined the Department in June of 1992 and has risen through the ranks of corporal, sergeant, lieutenant, captain, and finally chief.

Chief Ledwell has worked in a number of assignments within the Frederick Police Department, and has had supervisory and command oversight of a number of units, including the Operational Services Bureau, the Special Operations Patrol Division, the Patrol Division, the Drug Enforcement Unit, the Directed Patrol Unit, the Street Crimes Unit, the Special Response Team, the Crisis Intervention Team, and the Canine Unit.

He has spearheaded a number of Department initiatives and projects, including the development of the Agency’s Data-Driven Crime Reduction Strategy and Problem-Solving Initiatives.

Chief Ledwell is a certified instructor in a number of areas, and is an expert in Search and Seizure Law. He has received numerous awards and commendations. He holds a Bachelor of Arts Degree in Behavioral and Social Sciences from the University of Maryland and a Master’s of Business Administration from Frostburg State University, where he graduated with honors.
