On 08/20/2014 at around 940hrs, OFC. Carpenter was flagged over in the 1st block of S. Market St in reference to a hit and run accident that had just occurred.
On 08/20/2014 at around 940hrs, OFC. Carpenter was flagged over in the 1st block of S. Market St in reference to a hit and run accident that had just occurred. OFC. Carpenter was told by the victim that his car was hit three times between the 400 blk of W. South St and 100blk of W. South St. OFC. Carpenter was given a description of the suspect vehicle and was able to locate the vehicle at N. East St. and Austin Alley.
OFC. Carpenter made contact with the driver who was identified as a Ricky Dwayne Fisher 04/20/1965. Mr. Fisher then started to tell OFC. Carpenter about the incident and stated that he struck the victims vehicle. Mr. Fisher was then arrested for the failing to stop after accident involving damage to attended vehicle.
Mr. Fisher also stated to the officers that there was marijuana in his vehicle. The marijuana and paraphernalia was located within the passenger compartment of the vehicle.
Mr. Fisher was arrested and transported to Frederick County Adult Detention Center without incident.
