On 05-22-2014, officers of the Frederick Police Department responded to the area of Catoctin Court and Emerson Drive, in Frederick City, in reference to a suspicious vehicle.
When officers arrived on scene, they located a silver Mercedes parked in a parking space. After reviewing the vehicle’s registration, the Mercedes was found to be the same vehicle the Frederick County Sheriff’s Office took a stolen vehicle report for earlier in the day.
Officer First Class S. Brown approached the vehicle and observed there to be a person sleeping in the rear seat. This person was identified as, William Garrett Clusman, Jr. When contact was made with Clusman, officers observed a plastic baggy containing suspected heroin residue and multiple syringes in the area where Clusman was seated.
Based on the above information, Clusman was placed under arrest.
Clusman was later transported to the Frederick County Adult Detention Center for an appearance before the District Court Commissioner.
