On 5/02/2014, at around 1408hrs, OFC Donovan was on patrol in the 100 blk of W. South St. OFC. Donovan observed some suspicious activity in this location involving a male that got into a vehicle.
On 5/02/2014, at around 1408hrs, OFC Donovan was on patrol in the 100 blk of W. South St. OFC. Donovan observed some suspicious activity in this location involving a male that got into a vehicle. OFC. Donovan then observed the vehicle the male got into fail to stop at the stop line at W. South St and S. Market St. After stopping the vehicle for the motor vehicle violation, a K-9 sniff of the vehicle was conducted a yielded a positive alert.
Upon further investigation and a search yielded marijuana, a hypodermic needle, scale and grinder. The investigation revealed that these items belonged to the rear seat passenger Omari Claude Samms, 01/11/1987
Mr. Samms was then transported to Frederick County Central Booking Unit where he was processed without incident.
