Frederick Police Department Drug Enforcement Unit continues work into ongoing heroin issues affecting the city.
On 05-01-14, Officers of the Frederick Police Department Drug Enforcement Unit obtained information that two persons, later identified as Rhiana Packett and Arnold Dussol, were traveling to Baltimore to purchase heroin for distribution in Frederick and surrounding areas. A detailed description of the vehicle was obtained and officers observed the vehicle traveling west bound on I-70. A traffic stop was made, and a positive K-9 sniff for the presence of narcotics was received. Packett and Dussol were placed under arrest after a search of the vehicle revealed a quantity of heroin in the vehicle, along with needles and other paraphernalia. Packett and Dussol were transported to Frederick County Central Booking where they are awaiting an appearance before the District Court Commissioner. Photographs will follow when available.

The driver, Rhiana Alene Packett 10/25/83 of the 1000 blk of Noland Dr Hagerstown, MD was charged with possession of heroin, and paraphernalia
The passenger, Arnold Kevin Dussol 07/20/87 of the 15000 blk Edgewood Rd Dumphries, VA was charged with possession of heroin and paraphernalia.
