At approximately 0041 hours, officers from the Frederick Police Department responded to the area of Biggs Ave and Blue Ridge Ave after receiving a report that two people were inside a parked car that belonged to a resident in the area. Officers were in the area almost immediately and located both subjects a very short distance from the vehicle. Both subjects matched the descriptions provided by the witness and were subsequently identified positively by him. Both subjects were arrested without incident and charged with tampering with motor vehicle and theft.
