On August 25, 2013, at approximately 2238 hours, Cpl Tracey Carr was on routine patrol in the area of East Patrick Street and Monocacy Blvd. She observed a blue Chevy Impala at the red light that had a stop light out.
Cpl. Carr conducted a traffic stop on the vehicle on Franklin St. The driver was identified as Kevin Richard Mullen of the 100 block of Leather Fern Way. Cpl Carr requested a K9 team respond to her location. When the K9 team arrived and was about to conduct a scan of the vehicle Mullen drove off from the traffic stop and led the Officers on a brief pursuit ending safely in the 500 block of South Market St. Mullen was taken into custody. During a search of Mullen’s person he kicked an Officer in the face; the Officer did not require medical treatment. Mullen was transported and processed at Central Booking without incident.
