On 07-16-2013 at approximately 06:30 pm Ofc. Pyon, while conducting foot patrol of the Carroll Creek Linear Park arrested Mr. Jalonte Thomas-Leach for littering and additional criminal offenses.
On 07-16-2013 Officer S. Pyon was walking a foot beat on the Carroll Creek Linear Park. Officers are routinely assigned to foot beats on the creek to conduct and address a number of pro-active issues to include, omnipresence, business contacts, nuisance crimes and quality of life issues. Ofc. Pyon, while walking near the stone bridge on Carroll Creek observed a subject throw a water bottle into the creek. Ofc. Pyon approached the subject, identified as Mr. Jalonte Thomas-Leach and told him he was under arrest for littering.
Ofc. Pyon attempted to place handcuffs on Mr. Thomas-Leach who refused to obey officer Pyon’s demands. The suspect attempted to flee the scene and continued to resist arrest. During the struggle, Ofc. Pyon was struck on the top of the head with a closed fist. Ofc. Pyon was able to hold onto the suspect until other officers arrived at the scene. Mr. Thomas-Leach was handcuffed and taken into custody. He was transported to the Frederick County Adult Detention Center for processing. Ofc. Pyon suffered a minor abrasion to his right hand and was treated at the scene.
